Issue

Pakistan is facing serious energy deficit. It is the issue that has remained an area of concern for the last 8 years. Mediators were contacted by the private sector to create a forum where the problems faced by the energy sector could be discussed.

Strategy

Mediators recommended organising energy sector conferences periodically where all the public and private sector senior officials could discuss the issues and recommend solutions jointly. These events were organised to bring all the related stakeholders on one platform in order to highlight the issues and discuss the possible solutions. The strategy was to generate recommendations and press the government to remove the obstacles in the way of investment and in doing business in Pakistan.

Following stakeholders were identified for engaging them in meaningful candid discussion:

  • Consultants from the energy sector (Oil, Gas & Power sector)

Tools

  • The Mediators Conferences (TMC), which is the conference unit of the Mediators public relations firm, organized a series of energy conferences.
  • In 2000, we organized the “First Pakistan Oil & Gas Conference”
  • In 2004, we organized the “2nd Oil & Gas Conference”
  • In 2005, we organized two “Investment Road Shows” for Pakistan’s Energy Sector under the theme “Pakistan Power Generation Road Show” in Dubai and London
  • In 2007, we organized the “3rd Pakistan Oil and Gas Conference 2007”
  • In April 2011, we organized the “Pakistan Energy Conference 2011”

Results

  • Major decisions were taken at the end of all the conferences regarding the energy setup of Pakistan
  • Recently, at the end of Energy Conference 2011, the Prime Minister agreed to the proposal to set up a public-private
    partnership to address the energy deficit situation of the country. He also agreed that the Pakistan Energy Council (PEC)
    should be established with the government & private sector representatives. This council’s TOR is being prepared by the
    private sector.
  • An opportunity was provided to gain first-hand information about the investment opportunities being offered by the
    Government
  • All the conferences were provided an independent forum to the industry and the high-level government officials for free
    and frank discussions

Besides leading public and private sector speakers these conferences were address by the president or the prime minister of the
country. The Dubai and London conferences were inaugurated by the ministers of the respective countries
